What is this?

This seems to have fallen out of my son's 2003 GT. Any idea what it is and where it goes? Thanks.

Be glad that is looks like a car part, an acquaintance of mine was confused about something that fell out of his sons car....until I told him it looked like something to smoke illicit substances with. Then his mood changed drastically!
