There are some people in this world who have a need to flex their muscles from time to time for no good reason other than to make you aware of who's in charge, as if you weren't already aware. You apparently encountered one of them.
If it were my ticket, I would seriously consider going to court. You probably won't get out of it, but if you explain the scenario to the judge he or she might take a common sense approach and at least reduce the fine a little. Actually, depending on how severe the pothole you avoided was you may get out of it by claiming that you were simply attempting to avoid a hazard that could have caused you to lose control of the vehicle and possibly have an accident. If you feel that might be a suitable explanation, then go back to where the pothole is at and take some pictures with a tape measure ran across it and also into it so that you may show the judge the severity of the hazard.
Or you could do what most people in your situation do; keep your mouth shut and pay the ticket and be thankful the officer didn't try to do you worse.
I live in a small town too, but luckily the Sheriff's out here are usually preoccupied with looking for tweekers and other such lowlife's.
