What should i do? 2001 GT lose hose under (RH) fender and bad exhaust smell

hello fellas last week was putting in new splash shields and while checking the passenger side fender noticed a broken lose plastic hose (marked blue) coming from appears to be a black canister or solenoid under the fender. Also i saw a width aluminum tube (marked red) next to the fuel lines that its disconnected too. So then said hose should be connected to the tube or not? what is the function of this plastic hose and aluminum tube? It could be the cause of smelly exhaust system at idle? what should i do? BTW i wrapped the hose with electric tape.. any ideas will be very helpfull thanks!

hook back up,evap canister i think can't really see


OLD ENOUGH TO KNOW BETTER BUT YOUNG ENOUGH TO STILL ENJOY IT
