2003 Mach 1 Mustang Instrument Cluster Question

For some reason, When i purchased my Mach 1 Mustang, I noticed that the instrument cluster does not originally go with the car. The Redline is at 5800 and it does not have the retro look from the Mach 1. I purchased an Instrument Cluster from ebay but i have a couple questions in regards of the PATS system. If I switch my H.E.C chip from my old instrument cluster to the new one, will I still have an in issue with starting up the car due to the PATS System? When I called the Ford Dealership, they said it was gonna be a long process to fix.

If it's a automatic like mine the red line only goes to 5800 the manual red line is higher.
