Is it safe to switch gas?

Just got a 2004 mustang gt and I was wondering is it safe to switch from regular gas (87) to a higher octane gas?

It's completely safe, but won't do you much good without a tune to take advantage of the higher octane.
A lot of stangers get a CAI with a tuner. Do a site search on them, you will find plenty of threads.

This seems like a good chip but i should probably get enough bolt-ons to see it really work.

Yup, no chip They are useless. You can get deals with a CAI/Tuner combo.
