1998 Mustang cobra TPS problems maybe

I have a 98 cobra having surging, Hesitation and Iím thinking itís my TPS checked it at close throttle the reading is .95 volts and wide open it reads 4.66 volts. Is this normal or do in need a new TPS? The voltage seem to go up fairly smooth from close to open.
any help would be great

This happened to me one time after I forgot to plug in my mass air flow connector.
