terrible gas mileage

ok so i have a 2000 mustang and ive had it for about one year. ever since then i have been getting terrible gas mileage. i just swaped out three of four callipers that were making my brakes drag as well as the two front hoses i also swaped out o2 sensors and got new catalytic converters also a full tune up and am still having preety bad gas mileage any suggestions as to what it could be. i have had it tested for vaccume leaks as well as a fuel pressure test anything will help

This one time, my filler neck gasket rotted out, and I was getting piss poor mileage because all my fuel was pouring onto the road while I was driving.

i am getting about 13.5 mostly city driving is it normal, and the filler neck gasket was replaced already before doing most of the work done

and i have actually gone up from 10 mpg's and ive done my calculations multiple times another thing that ihadent factored is that i do a lot of short driving waround sisnce i only live about three minutes from my work. i start up my car about 6 to 8 times a day could that be another thing affecting
