1998 gt AC problem

I have a 1998 gt and the air conditioner doesn't work. I have tried adding freon, but it won't hold a charge, would I have to change the compressor, or is something else wrong?

It's my brothers car and he said he took it to a mechanic, and he said it was the compressor, but should it still hold a charge if the compressor is bad?
