The only thing that it is doing is turning the water pump slightly slower. The coolant temp is in the exact spot as it was before the pulleys were put on. As far as water pump cavitation, the pulleys would reduce/prevent it because cavitation happens at high rpms.
I live in south Texas and I'm a little worried about under powering my water pump in 100 degree weather. With the regular pulleys there has been a couple of times when I was sitting still in neutral and the engine was idling at 1800-1900 rpms just to run the water pump.
