There are a series of switches that mean certain conditions must be met before you can shift the car

1) the key has to be in the ignition -or you can't shift.

2) the brake must be engeged, so there is a switch behind the brake pedal

3) the switch on the shifter has to get the information to release the shifter.

If any one of those conditions aren't met, it won't allow you to shift.
