THe block and heads are the same. The only difference is the intake and the rotating assembly (at least on the 01+ engines)
You could just pick up a low mileage block with the rotating assembly already assembled, and throw on the Mustang heads, intake, etc.
But the Mustang has some pretty trick internal parts that I don't think the 4.2L has, like heftier main caps, and windage tray, etc. (I could be totally wrong)
The cost will depend on how much of the work you do yourself. AND labor rates vary so much from place to place, it'd be better if you just called around and got some estimates . ..
