Reading codes for 89 and 91 5.0 Ford

I'm considering buying an OBD reader (ACTRON® OBD-II AUTOSCANNER™ ) with an ACTRON®OBD-I CABLE KIT adaptor.

My questions: Is this the best way to diagnose engine/sensor problems for a 1991 and 1989 5.0 Mustang? Was this tool designed for 89 and 91 Fords? If not, what is the best way to read codes?

Also, Will deleting emission equipment, such as smog pump, effect the codes?

You can read them with nothing more than a jumper wire, and the "check engine" light.
Check out the "EEC tech" page here. All you need is the jumper wire between STI, and Sig Rtn.
