You can use em anytime you like, as long as they cannot be activated while using high beams. And no more than FOUR headlights (To include fog/driving lights) on at a time.

As for the brightness's NOT that they are so intense (The should be!!), it's that many people just haven't bothered to adjust them.

That's why Ford put an adjustment screw (Up or Down) on the bulb ass'y. If they get in to many peoples eyes...simple turn the screw and they'll point more toward the road.

I use mine all the time and I've never been flashed.
