The OP's car is capable of mid 13s as it sits. It'll take a ~1.90 sixty foot, which requires a lot of finesse on the throttle & clutch. It'll also require some powershifting, which is absolutely worth a few tenths.

I ran 13.9 @ 99 in my stock '99 GT wayyyyyy back in the day. It can definitely be done.
