4 speakers could be done for $300 if you install them. When you start adding amps and subs, shop labor to do the install...a $1000 budget would be tight. I would consult with a reputable audio shop, they can build within your budget. But I would definitely recommend getting high end speakers first if you plan on getting amplified in the future. This is how I've set up my trunk...

2 - amps
3 - subs
6 - 6x8' coaxials
