Yeah, that does seem like a lot of weight. I would not be happy with that, whether it really matters or not.

It's a little disappointing that the tire shop did not take the initiative to take care of it themselves. I think I'd go to a different shop, rather than trying to make them do quality of work that apparently they don't normally do. Road force balance sounds like a good idea but might not really needed, if there is no shop near you that has that machine. Mine are old-fashioned spin balanced and needed very little weight, and run smooth as could be . . . might be dumb luck, but shows it can be done.
