True it'll take more than bolt-on stuff on a 200 hp mustang to be able to compete with a new one rolling off of the lot. But it doesn't take 600 hp either. It takes about $3k in parts to be able to hang. Which isn't exactly cheap but it doesn't take $10k in hp parts to not get spanked. I'm willing to bet that there are a lot more 12 second new cars out there than there are 11 second cars.
