Bad gas mileage due to bolt-ons?

Hi, i have a 2002 v6 convertible with a cold air intake and dual cat-back exhaust.
Im getting 250 miles per tank all highway driving, just wondering if thats normal.
Ive read that im suppose to be getting 25 mpg highway.

Ive changed the plugs, wires, coil pack, 5w20 oil (with synthetic and regular with no effect), cleaned the MAF sensor, 245/45/17 tires at 50 psi (55max), checked to see if my brakes were lagging..
Could my bolt-ons be the cause?
Would getting a tune help get my mileage restored?
Any tips appreciated thanks!
