I would think 3.8 has more displacement and should be stronger? Or is it because the 3.7 is made in a better way? what is 'better' anyways?

or is it because of new technology and computer stuff?

Simply put, the 3.7 has better "volumetric efficiency" so it makes better use of the displacement. It just means that the 3.7 is better than the 3.8 at sucking in air. Things like better intake manifolds, heads, exhaust, and valves all help with increasing the efficiency.
