don't know if you already bought the wheels -- but if you did, the wheel rim width will limit the width of the tires -- see tire manufacturer's recommendations for wheel rim width
also beware with 20" wheels -- unless you use very low profile tires, you can increase the overall diameter of the tire, which can create clearance issues in combination with the width; best plan is to check the diameter of your original tires and then size the new ones to match that or only slightly increase
They can be as wide as you want as long as you can get them onto your wheels. Granted they may throw your wheel alignment out of whack and grind off on the wheel wells.
Each tire mfg has their spec published as to min/max wheel width for each tire, but in general, the rim width should be from 90% to 70% of the tread width.
