No Horn and Cruise? Q about clockspring

Ok i have a 1992 Mustang, 2.3L 4 banger.

No horn, Cruise, and my climate control lights are not working.... although my cigar lighter works fine.

Checked fuse, looks good, tried a relay(didnt have the other one in my stock of electrical supplies so ill try that, tried the brown one under dash, no worky)

No Dummy lights / airbag light comes on so i dont think(hope its not) it could be clockspring?

Any pointers??? No idea if the climate lights run on the same relay/circuit? I need this fixed for sunday as I am getting an inspection and everything but the horn works which is a must!! If its not fixed sunday, i will need an actual inspection instead of the cop just quickly checking things out.... (got pulled over for a broken drivers mirror and he gave me an inspection, quickly fixed it later that day and he said he will remove the inspection if everything checks out! He told me to come in sunday and i need to make sure this horn is working!!! Gahhhh

Oh yes, no clicking or anything when i press the horn button, just dead.... going to check power at relays when i get home!

Checked for power at the wires inside steering wheel, seems i only got like 7.5 Volts :S
