1996 3.8 cabin fuse panel

I have tried many times, without success, to remove the cabin fuse panel cover. Yes, I see the words printed on the cover that says pull here. Short of breaking these tabs off, I don't seem to be able to get the cover off. There has to be a trick. Advice please.

Those tabs have a shoulder that hooks on the outside of the hole they fit into. You'll have to depress the tab end, sometimes with a screwdriver, and pull on the cover at the same time. You may have to unhook one side at a time since it's isn't located in the easiest place to work in.
