1997 ford mustang fuses and speedometer

my names shelli i am 21 years old this is my fourth mustang, it is a 1997 v6 3.8l. beautiful dark blue with nice wheels n rims, have been actively working on it and it runs pretty nice but it still have a high pitch whine whenever i accelerate its very low but your can hear it and the speedometer is very random almost never tells me my actual speed, turns all the over most of the time or just does not move, the gas gauge does not read the actual tank, the heat gauge goes up when i drive on the street the fan looked like it turned on when i had it in park and it still seemed to heat up, but there is no weird smell and the transmission fluid seems to be alright. it only blows hot air, shifts gears great, runs pretty fast for a v6, also a 30a fuse in the fuse box under the seat had a piece of metal jimmy rigged into the side and i am afraid if i try to replace it i will mess something up and i do not have a drivers manual for the car so i am not sure what this fuse even goes to i would love some help!

Which 30 amp fuse is it? Do you have the book, or can you tell us which one is being bypassed?

The 96-04 model year Mustangs do not have a fuse panel "under" the seat. Is it possible this is a "modification" to support an Urber sound system?

To have multiple electrical problems with the cluster screams "gounding". Check the cluster ground behind the center console. It is shared with multiple devices including the radio.
