Performance reprogramming chips by superchips

So I'm thinking of getting a cold air intake and a new chip for my '02 3.8l. My question is: should I get the cold air intake first so the chip will work better with it than adding the intake later on?

edit:I'm also wondering if this http://store.cal-mustang.com/showdetl-7-3842-20-0.html would remove the 115mph governer.

I wouldn't worry about the chip until you have 2+ mods that would affect the functioning of the car -unless you like paying premium fuel prices.

It's not a big "bang for buck" item until you have intake + exhaust at a minimum.
