Couple Problems

i was wondering if anyone could point me in the right direction in order 2 find the source of the problems....

this all happened @ the same time

i noticed one day i started my car and it took about 4 or 5 secs before anything happened on the gauges and odometer.... also when i try 2 turn both o/d and traction control off niether do after and before those 5 secs at any point i try it doesnt work

anyone know the cause of this..... where i could look i checked the fuses and didnt see any problems..... could it be cause by one of the 3 relays in the fuse box?
