5-10 second delay before gauges move

any one know what would cause my gauges and all to be delayed 5-10 seconds after i start the car? also when ever i click 2 turn o/d on and off i notice when it does it but it does not show it on the dash at all no matter how long i have been driving... the traction control does the same i can turn it off and notice its off but the light does not light up...

i wanted 2 see if anyone knew what would cause this before i spend the money 2 get this hooked up 2 a dealership computer

Need to know

1) year & mileage

2) any electrical modifications?

1999 mustang v6
70,000

started happening around 67,000

only mod since i got it was new sparkplugs and plug wires at around 60,000 miles
