Installed a new tank and filled it and it seems like its more like a 14 gal tank...weird. Thoughts?

'65 through '68 used the same tanks. I bought a new one from VCM which looked exactly like the original except it wasn't rusty. 
From bone dry to gas standing in the rubber hose just above the top of the tank measured 16.5 gallons. Refilling it rarely takes more than 14-something gallons.
