I recently started installing my new E-Z Wiring 21-circuit harness in my 67 coupe. Going to the rear lights, there are 7 wires. The right and left parking lights, right and left backup lights, right and left turn signal lights, and the license plate light. As far as i can tell, when the running lights are on, the brake lights and the backup lamps are on, when the parking lights are on, only the backup lights are on, and when the brake pedal is pushed, the brake lights and the licence plate light go on. Is this right?

No, that's not right.

Ok, bare with me in case I didn't quite get your post, but...

When the running lights (head lights or driving lights) are on - the brake lights should NOT be on. Brake lights should only come on when you push on the brake pedal. There should be one set of bulbs on in the tail lights (the rear driving lights) and the license plate light, but not the brake lights.

AND the back-up lights should only come on when the car is in reverse (any time the car is in reverse -running/driving lights on or off).
