What brand is the best or where is the best place to purchase them? I want to be sure they fit in place so the welder doesn't have to do any cutting modifications.

Every piece of sheet metal I have welded into my 67 needed some "adjustments". I really think you should expect to cut, grind, hammer, and, in some cases, add metal to patch panels. None of these "adjustments" were difficult and a grinder and hammer are the basic tools needed. My patch panels came from a variety of vendors/maunfactures and all appeared to be of the same quality. Scott Drake and Goodmark are some well known names just to get you started.
