I have a 1984 5.0L with A/C, that i was bringing out of storage. The air pump is seized and belt snap seconds after it started. I don't know what the pump is doing since i changed my exhaust to dual years ago. I don't need e testing any more. Can i just leave it in place (or remove) and use a smaller belt.

You should get a smog pump eliminator, its a idler pulley that bolts in place of the smog pump. Here's a link to one that summit sells

It's better to have a pulley to replace the smog pump than to try and run a smaller belt. You can run into problems if you try screwing with the geometry of the accessory belt layout.
