So I took my 86 Capri to get inspected and failed for low idle emissions this has been very aggravating trying to diagnose the issue it runs fine idles fine and has clean spark plugs but it's running rich I ordered a full exhaust headers and all .......new O2 sensors new temp sensor new air charge sensor what else could cause this issue my Hc ppm is in the 700s when in New Jersey it has to be under 220 it normal idle at high idle I passed with flying colors and everything else passed please someone help

Are you in New Jersey. If so, if you register the car as a classic, and get the "QQ" license plates. You are then exempt from all emissions testing. There is a limit of 3,000 miles per year the car can be used, and that is the only thing they look for at inspection.

Check you IAC, EGR and check you intake manifold for a possible slight leak, recheck all your vacuum lines for cracks, holes and loose connections, all these can cause you to run rich on low idle.

They will know by checking his odometer reading every year. Unless he decides to disable it which will also disable his speedo.
