1987 Mustang 2.3 Ishi-Warner IHI turbo can it be rebuilt?

Can the Ishi-Warner IHI turbo charger off my 87 2.3 be rebuilt? Or save my money and get a Garrett/AiResearch T3 turbo? Im rebuilding my 2.3 soon and I am looking for options with the turbo. Low budget. My turbo wont give me over 5bl of boost and is making a strange sound when I take my foot off the gas. Maybe the wastegate is stuck open? :headscratch:

When the wastegate on my IHI turbo was stuck open I would only get a few psi of boost if even that. Once it would start to spool up it would start to make a really loud hissing sound, that is how I knew that it was leaking boost out. I ended up replacing mine with a T3/T04 turbo and I really like it.
The turbo can be rebuilt. Watch what you buy and where you buy it from. Most of those turbos that are "affordable" won't last 1000 miles.
Chinese junk.
That sound is probably the compressor stalling out. Do you have a bypass or BOV? If not, when the throttle plate closes, the boost has nowhere to go but backflow HARD onto the compressor wheel, causing a stall or surge to it. Not good.
