I am picking up another 89 5.0 black coupe today and the current owner said the "fuel gauge" does not work. I am hoping it's the sending unit in the tank but if it is the fuel gauge can I remove the cluster and fix the gauge, replace it, or do I need to install a different good working cluster?

Probably just a bad conn at the tank or the sender in the tank. If not then replace the cluster.
