The Arms/Transmisson that go to the wiper motor do have dry berings that may be rusted. They are real easy to get to once you take the cowl off.
The drive shaft on the wiper MAY be rusted as well, mine was rusted fast when i got the car, had to replace the motor.
Your problem sounds like a few squirts of silicon on the pivit point of the wiper trans arm joint or the shaft where the wipers mount.
Only other time ive had that, the end of one of the wipers was scratching the window, but if that was it you would see/know forsure.
