It's the pump. They lock up really easy, there's only 3 vanes in it and they tend to break, jamming it up. Or the shaft that runs through it rusts and then it locks up. A new pump costs only $50, that'd be better than fiddling with the old one.
That's for a remanufactured one. All they do is replace the shaft inside along with 3 new vanes. And as for getting an used one, you can, I wouldn't since it's probably at the end of it's life span.
