Which should I keep, my 1990 5.0 GT Mustang or 1996 4.6 GT Mustang?

I just purchased my my 1990 GT Mustang not too long ago and it was running fine. Just recently it started bogging out in idle. I have already checked the throttle position sensor. The voltages were all in good ranges, except for the black wire (the signal return, ground wire was only 0.3 ohms when the ignition was off, then it was 1.4 when the ignition was on. I heard it's supposed to be 1.4 when the ignition is off. Is that true? Should I replace the TPS? The TFI module is brand new. Could it maybe be the pick up distributor aka hall effect sensor? Any help would be greatly appreciated.
