1991 Mustang convertible power lock doesn't work

I have a 1991 Ford Mustang 5.0 LX Convertible. I've been fixing it up, but yesterday when I pushed the unlock button (Power Locks) the passenger side door actuator works but it just spins and makes a loud noise. I removed the panel and I don't see anything attached to the actuator. To open the door I have to reach in the door panel and pull the lock up and pull the handle to open it. If I don't the door remains lock. Not sure whats wrong with it but like I said the actuator works cause it spins the way it's suppose to.
