1993 Mustang-idling up and down

the idle is moving up and down a little and when i drive the car the engine is racing up see:worshipmingly when i engage the clutch.not sure how the belt was be4 but it was wrong. its now on and turning the smog pump but i believe its disconnected because when i plug the vaccuum in off the valve the valve sucks in and the car runs real ruff.my after market vacuum gauge jumps to 25when the engine races. Before it would be around 10.thats why i think its some kinda vacuum. Before we just did this job i was having a problem with the engine racing occasionally and the throttle sticking but i would just shut the car and it would be fine. when that was happening i was getting a check engine light and i havent got the CEL at all with the new problem of it racing. its crazy though cuz i put it in gear and release clutch drops,it dosent race back to 2000rpm like when im sitting at a traffic light and there are alotta those in nyc.believe me

have you cleaned out the IAC valve on the tb?
While you're at it i'd clean the MAF too. Check PCV, that it's clean, functional, and in the grommet. Check that same tube, even though you did a vacuum test, for cracks underneath the upper mani. And again, while you're at it i'd check'm all.
This is a long shot but have you had the TFI changed? If it's original there's a recall that's good up to 100k miles. I don't think that's really the issues but might be and should be done regardless. The stock/oem TFI is poop/defective.

Most likely the throttle position sensor. Check the voltage on the signal return wire. Should be a little less than 1volt at idle and holding steady. If it is higher than one volt or it is fluctuating then it is bad. Pretty common issue on our cars..:bigthumbsup
