possibly could be your distributor or the ignition module.
1993 mustang Lx Fuel pressure??
The car would not rev up past 3 grand so I bought a BBK fuel regulator and set it at 40psi and it does the same. When I set it all the way up to 70psi then it revs up all the way, but studders and dont take off well. I also checked the timing and added a blaster ingiton, with new plugs, wires, and cap. I dont know much about this so I need help.

welcome to the site,enjoy!!!! what was your fuel pressure to start with?are you sure the pump is good?
That sounds like an ignition problem to me. Back the pressure down to 40-42 psi and then check over the ignition from the coil to the distributor to the wires.
