1996 Cobra - PATS issue?

I just bought a 1996 cobra and the ignition cylinder was messed up, it would spin around in circles and I just didn't like it. I replaced it with an ignition cylinder from American Muscle and it came with two new keys but I can't figure out how to program the new keys in.

i'm following this guide:

for Ford keys (1996 -early 1998 Ford, Lincoln, Mercury)
If you want to initiate a new master key....

1. Insert new key into ignition cylinder and turn it to the ON (RUN) position. The security light on the dash will flash for fifteen minutes.

2. When the security light stops flashing, you have FIVE minutes to start the next step. Turn the ignition cylinder OFF and then back to the ON (RUN) position. The security light on the dash will flash for fifteen more minutes.

3. When the security light stops flashing, you have FIVE minutes to start the next step. Turn the ignition cylinder to OFF and then back ON (RUN) position. The dash will flash for fifteen more minutes.

4. After the security light stops flashing the third time, the new key has been programmed into the vehicles computer and will operate the car. It has replaced ALL the previous electronic key codes and is the ONLY key programmed into the vehicles computer.
It says my theft light should blink for the whole 15 minutes, but it stops blinking before even the first minute. What do I do?

I"d call a locksmith or take it to a dealer...there's more to it then just doing what you are doing, otherwise someone could steal the car quite easily
Just an update, I figured it out. It turns out the keys and ignition cylinder that you can order from American Muscle specifically FOR 96-98 mustangs come with keys that don't have transponders in them? Seems kind of stupid as I'm pretty sure every 96-98 mustang has PATS.

Anyway I got a cylinder + transponder keys from advanced auto and programming the keys went quite smoothly.
