I have a 99 gt and want to give it a aggressive tone but can't afford to spend any money right now. Will cutting off the mufflers give it a decent sound or will it sound like crap? Also wondering if their is any performance loss from doing this?

mufflers

If you want a better sound, leave your mufflers on and cut off the piping after the mufflers. You'll notice that after the mufflers, the exhaust piping has to go up and over your differential and out to the bumper, lost power and increased sound suppression. Leave about 3 inches of piping after the mufflers and get some short exhaust tips to aim the exhaust downward so its not blowing onto your differential and brakes. This will give you a little more power and a lot better sound.

CAT's

Only cut the CAT's out if you don't need to smog your Mustang anytime soon. If you decide to cut them off, keep them around so you can put them on next time you need to get the Smog done.
