I'm picking up a 2000 mustang 3.8 tomorrow and i have a 351w I wanna put in it carborated. Ive done it before with a 95 but I had the engine light on. the new emissions test where i live reads the computer instead of the exhaust sniffer. I know alot of guys will think im crazy for pulling the fuel injection out but its what I wanna do. I already have the parts. is there a way I can trick the ecu into thinking the fuel injection is still running? I cant have any codes reading but the computer needs to be functional for the test.

LOL! No, you can't do what you want. You need a 97 or older in this province to do what you are talking, no way to get a carbed 2000 past the smog nazis. Don't forget, the guy testing your car is supposed to visually verify that everything is there.

Not in certain counties/states. Texas only requires a computer inspection. On my 2000 gt it does not have cats and it passes every year as long as the light is off when i take it up to them. Hell, my tires on that car are pretty close to the end of the life and they do not check. As long as the state this guy lives in has a relaxed emission standard then he will pass. They do not smog for anything that is ODB 2 unless you live in cali where they smog priuses for an inspection. As he said though, he only has to have his computer checked, and that is pretty much the only thing he will look at if they do the same as here in the states.

As for visual inspections, it's supposed to be done everywhere there is a need for the e-test. Removing emissions controls is a federal offense, not that \many have been prosecuted for it.

In SmOgtario, he has to pass a visual, the tech literally is supposed to take a picture of the engine. We have far worse standards than California, although we are allowed to modify engines and such.

2. How the hell is the computer going to function without an engine attached to it? If there were a simulator it could be possible, but unless you have a engineer level knowledge of the ECM and how to mock one up, it would be pointless.

These swaps are pointless because nothing will work right and PATS will interfere, etc...

This is not going to work no matter what you do.

You say that in Canada he has to pass this visual inspection, but yet i have not found where it states that. Maybe im looking in all the wrong places, please place the link id love to read it as well.

I found this link about Canada's national inspection regulations but none more than that. There is also a way around computers and pats but its complicated to get it to work in my correctly i have found as you said. But id love to see the link and that is also a good thing to show williams so he knows the do's and dont's of inspections where he lives now.

There is a webcam that is connected to the Ministry of Transportation above every emissions testing station in Ontario. At any random time, an agent from the ministry can chime in over a speaker and tell the technician doing the e-test to take extra pictures and such. It is a really bad program here, really prohibitive on what you can do. 1987 and older cars are exempt, those are the ones you can do whatever you wish and pretty much get away with it.

Oh yeah, we also have roving MTO agents in trucks and they setup mobile emissions testing stations, you fail you get hooked. They also can do roadside safety inspections. It's $500 for every emission device you disable.

As I said, Ontario is no place to monkey around with this stuff on newer cars.

There is no way to mate a 351 and your 2000 OBD computer together no matter how much voodoo you do. There is nothing out there that will emulate the PCM to fool the e-test. You need a functioning OBDII based engine in those fenderwells.

My advice, sell the 351W stuff on the local mustang forums, go get yourself a LSx engine. Will not cost much more or cause more work than you are already making for yourself and you'll have an OBDII compliant engine. Even the lowliest 4.8L V8 LSx motor makes over 250HP so it's a win-win if you ask me.

If you gotta have a 351W then sell your 2000 and start looking for a 1995 or older, only ones that came with a 302 so those are the ones you can legally and smog wise get away with it.

To put it into perspective on how I deal with emissions laws up here, I have everything intact and working on my car. Certain cars, like Mustangs, get pulled over for visual inspections by roving MTO agents. IT does not happen often, but if you are that unlucky soul they will nail you for any little thing they can.

I guess the OP could find an OBD2 computer from the explorers that had the 5.0 pushrod engine and use that computer to run the 351, but it will not be carbureted.

The simplest alternative is to see the sell the 2000 and buy a car from a year that it can be used in as mentioned by b1lk1. Good luck OP. Maybe its time to move out of Nazi-ville to a place that allows people to live a little :)
