The dash vents in my 01 gt do not blow air through them, took it to a shop and they said that there was a vacuum diaphram out. I was going to have it fixed until I learned what they were going to charge me, so now I am planning on trying to fix it myself.

Unfortunately, I found that I will not be able to change the part by removing the panels in the dash, apparently the whole dash itself needs to come out. Do I need to remove the steering wheel and air bag? I would appreciate any help or advice.

I removed my dash a few years back to fix a similar problem; however, it turned out to be a heater blower that was under the right side of the dash that wasnt functioning. When i removed the dash i disconnected the battery then waited a while before dropping the steering column and removing it. I dont remember removing the steering wheel itself but i do remember having to drop the column to get it out of the way.
