I tried plugging my phone charger into the outlet in the center console and getting no power from it. I do get power from the outlet in the Dash so I know its not the charger. Is there a separate fuse for each outlet? If so which ones are they?

They're located in the BEC (under the hood). Just look at your owner's manual for which ones.
