Fog lights are designed to have a sharp flat cutoff to the top of the beam with no cutoff on either side. That is why there is no left/right adjustment - they already cover as far to each side as possible.
But fog lights are designed that way to provide supplemental lighting in low visibility while minimizing reflection for the driver. They are NOT intended as driving lights and should never be aimed any higher than completely level horizon. In fact, the proper aim for our fascia mounted fog lights is a 1.5" vertical drop at 25 feet. Grille mounted GT fog lamps should have a 3" drop at 25 feet.
