will a set of 351 windsor heads fit on my stock 302 and if so will i need to change the cam as well.i believe these heads are alumunium will that be a problem.

351 windsor heads will fit yes! Im not sure about cleveland heads though.

As for the cam, if they are stock heads then you may not need to change the cam. But what heads are they? You say they are aluminum. If so then they may be aftermarket and use a nice cam.

The Cleveland heads are considered a big block head and will not fit.

if thay are aluminum they are aftermarket, and yes they will fit. the cleveland heads will work also, not as easy, but they will work. to big for 302!

The Cleveland heads are considered a big block head and will not fit.

This is not true. Cleveland heads are physically HUGE, but not a "big block" head. They can be used on a 302 with a special manifold.

You'd have to change the cooling system, they may physically bolt on but they're not just bolt on and go. You'd have less trouble getting better Windsor heads to fill your needs.
