seconds when key is turned on but does not built up any pressure. Has pump

You could find the relay, under the driver seat, and wire in a switch or something. Is the car carburated?

I think so. You could just rig up (and hide) a cutout switch. It'd be a good thief stopper. But first, just run the pump continuously for a minute or so,(check for leaks too while you do this) and then wire it back up the way it was, and see if it will start and run. What you describe, sounds normal.
