Actually, it uses the intake manifold as a heat sink. That's why it's so important to use the heat sink compound provided with the new ignition module.
It's possible to relocate the module, but you'll have to come up with a heat sink to mount it to. It won't live very long if you just bolt it to the inner fender or strut tower. It won't be able to dissipate it's own heat.
