So recently I had to run my A/C and noticed that on the regular settings (not max A/C) that the air is not coming out as hard as it used to. Its still blowing fairly cold but if I have it on a 1 or 2 setting i can barely even feel it. I recently checked the pressure and refrigerant and it is getting normal PSI so im ruling out low needing a refrigerant charge. Im just trying to get an idea of what it could be and possibly save some money by doing it myself.

if you were to give us more specifics we might still be able to help.

For example, when you are using just the heater, not the a/c, does it do the same thing...air not coming out dash vents fast enough ?
Does it seem the same whether car is moving or standing still ?

Does it seem to be blowing a lot of air on feet yet not much on face vents ?

is it really true as you stated before that in max mode air comes out same as in normal mode....that is...in max mode a door is supposed to close to outside air...only recirculates air within cabin....in all other modes, fresh air comes into heater/ a/c housing through cowl area. I mean there is a recirc button on heater ac controls. does air come out same speed whether that button is pushed or not ? ...with that button pushed it is the same as putting a/c in max mode, though it can be done (recirculate air) when heater only is on.

Attempting here to determine if fan not working properly at all four speeds, OR if recirc/fresh door not working.

From what you've already stated this seems to have nothing to do with cold, air conditioned air, but only fan speed not proper.
