Yep

That's the procedure I've been following , but they become loose after 20 min from when I torqued them down:/

One cylinder at a time. When the intake valve is fully open, set the exhaust. When the exhaust is fully open, set the intake.

I guess you missed the part about a "SET SCREW" Which means its not a bolt down type rocker setup. Unless he doesn't understand the difference between the two setups.

Either way if you understood how a valve train works, you would know that the bolts or polylocs don't just come loose from rolling the engine over by hand. The lifter is either bleeding down, pushrod length could be wrong or he is not on the base circle of the cam. Or he's adding to much preload and the valve is hanging open. Same thing On top of every thing, you suggest red loctite. On any part that needs adjustment, or is serviced regularly, you use blue loctite. There is a reason for different strength levels of loctite.

Etxsp, post up the write you are following. Just so you know, lifter bleed down is normal in some cases. Specially on a engine that has set for a while. And specially on FMS or OEM lifters

It takes some getting used to if you are going to spin the push rod. Problem is most guys will over preload the lifter because you can spin the push with little to no "resistance" felt by the finger tips. At this point you have already depressed the plunger down .030-.040 unknowingly.

Its much more accurate to lift the pushrod up and down as you tighten down the poly loc. Once you feel the up and down movement cease. Thats zero lash. Go 1/4 turn more and set the set screw. If the rockers loosen up. Dont worry about. Its just the lifter bleeding down. Start the car and see what she sounds like. If its a little noisy, you can adjust them again and add a little more preload.
